Mr. Jiang said that recently, when he and his wife went to a shoe repair shop in the city to repair their shoes, the shopkeepers tried to sell their membership cards, claiming that they could become members and pay 30 percent off of their shoes and free maintenance, if they paid 100 yuan.

Mr. Jiang bought a membership card on the spot.

However, a few days later, when Mr. Jiang's wife took a card to repair shoes, he found that the price of repairing a pair of shoes after 30 percent off was much higher than expected.

When Mr. Jiang's wife asked to see the price list, the clerk claimed there was no price list.

Mr. Jiang's wife's request for free shoe maintenance was also rejected.



Mr. Jiang said that there was no price tag for repairing shoes, and consumers could not know whether the shop was discounted, and the shop owner had promised to keep the shoes free of charge. Later, he broke his promise. Mr. Jiang thought he had fallen into the trap of the store.



Reporters in accordance with Mr. Jiang's guidelines, in order to repair shoes in the name, came to the downtown area of this shoe repair shop.

The clerk heard that the reporter wanted to repair shoes, and hurriedly recommended their membership cards.

When asked by reporters, there is no price tag for repairing shoes, and when the discount of membership cards can be implemented, the salesmen hesitate, just saying that shoe repair is not like other services, so it is difficult to unify the price tag.



The reporter consulted the person in charge of the legal department of Huancui industrial and commercial bureau.

The responsible person said, "membership" consumption is a new thing, and the lack of integrity in some businesses is the root cause of frequent consumer disputes.

Consumers spend hundreds of yuan and thousands of yuan to buy membership cards, but their responsibilities, rights, interests and so on have not made any legal agreement in advance with any formal contract. In addition, many members' cards are printed with the words "the final interpretation right belongs to the shop", and businesses take the opportunity to deliberately reduce or evade their responsibility to damage the legitimate rights and interests of consumers.

At the same time, the current consumer association's handling of complaints caused by the consumption of membership system is rather difficult because of lack of pertinent laws and regulations.

If the merchant absconded maliciously, the loss of consumers' purchase of "membership card" can not be recovered.



Business law enforcement officers reminded that: for the current variety of membership card promotion activities, consumers should be rational, to maintain the necessary vigilance and avoid being cheated.
