For a long time, there has been serious environmental pollution in our city's tanning industry. The water environment of Oujiang River basin and urban rivers is facing serious pollution, and the residential environment of nearly a million people in Ouhai and Lucheng in urban areas has also been damaged to some extent. This situation has attracted wide attention from Wu Yongguang and other CPPCC members who participated in the "two sessions" of the city.

The leather industry is one of Wenzhou's characteristic economies. There are more than 2000 enterprises and more than 50 enterprises with an annual output value of more than 10 million yuan. Its main products are cow leather, pig leather and synthetic leather. These enterprises are mainly concentrated in the urban area of Wenzhou. According to incomplete statistics, there were 256 leather enterprises filed in Lucheng Yangyi in 2005, more than 100 in Quxi and Guoxi of Ouhai, with an annual processing of more than 10 million pieces of cattle leather and an annual output value of more than 7 billion. The leather industry supports the development of shoe making, clothing, sofa, luggage and other industries in Wenzhou. However, most of the existing tanning enterprises are "small tanning" enterprises that need to be eliminated according to national regulations due to high resource and energy consumption and heavy environmental pollution.
