In November 26th, Zhang Yue, President of the National Association of petroleum industry, said in Beijing that there were many disadvantages of oil monopoly.


He believes that in the long run, China's oil consumption is second in the world, but refining capacity accounts for more than ten percent of the world's refining capacity.


Because there is no right to import crude oil, the capacity and output of private enterprises in China differ greatly. Zhang Yue said that there are more than 60 private refineries in China, and the refining capacity in one year is about 1 billion tons, but the actual refining capacity is about 50 million tons.

Zhang Yue revealed that, like fine chemicals, China is lagging behind Japan and Japan in Asia, and is also lagging behind the overall technology in Taiwan.

"Because of the monopoly of the oil industry, China's private enterprises have lost many opportunities for development".


In the short term, he believes that the current shortage of diesel oil is estimated by the major oil groups in the country to estimate the consumption of diesel oil. The data given by him is that oil consumption in the 1-10 months increased by 10% over the same period last year, but in the 1-10 month, China exported 22 million 900 thousand tons of refined oil products, an increase of 19.8% over the same period last year, of which 2 million 900 thousand tons were exported in September and 1 million 880 thousand tons in October.


"With the rapid growth of domestic demand, domestic exports are still increasing substantially, reflecting the fact that only a few state-owned oil companies are importing and exporting at present, which is definitely lagging behind in reflecting changes in market supply and demand."


Three suggestions for Zhang Yue are put forward.

First of all, we should cultivate diversified oil markets, formulate rules for the implementation of the new 36 as soon as possible, establish a fair market access system, and establish a market structure with three major oil companies as the main body and private and foreign capital participating together.


Secondly, we should gradually liberate the import control of non state owned oil companies.

When the two major companies import large quantities of crude oil, they will give local refineries crude oil import rights or usufruct (for the first time, non state trading quotas), and should gradually increase the number of crude oil imports from these enterprises.

Allowing non state import quotas to circulate crude oil freely on the market makes local refineries have an equal position.


Then, build a tradable oil platform and get the right to speak in the pricing of the world oil market.
