Continued decline, but the government and industry experts believe that the development of high value garments will be the key to sustainable operation and maintain global competitiveness.

Xia Bingchun, senior trade policy consultant at Sidley Austin LLP, Geneva (Stuart Harbinson), pointed out that if Hongkong textile and garment industry is developing towards high-value products, it will have good quality future manufacturing and business prospects.

Xia stressed that Hongkong has skilled skilled workers, but the cost of labor is high. Good operating conditions should be able to operate continuously, so the highest level of product value and production should also be brought into play.

The former Hongkong ambassador to the World Trade Organization (WTO) is also the chairman of the International Textiles and Clothing Bureau (ITCB), Xia Bingchun, who believes that the textile garments marked "Hongkong" are the representatives of quality products.

He said that the Hongkong government implements strict registration and management mechanism for textile and garment industries, so as to ensure that textile and clothing products are actually produced locally in Hongkong.

The crux of the problem is that the maintenance of the brand value of the designer brand in Hongkong is a high cost.

According to the recent examination of Hongkong's trade system by WTO, the number of textile and garment industry employees and manufacturing capacity continued to shrink, to 2036 in Hongkong textile and garment enterprises in March this year.

The analysis also shows that low price production has been pferred to mainland China, and local enterprises in Hongkong have been upgrading their value chain to OBM mode.

The analysis points out that the Hongkong authorities expect to build their own brands.

High value commodity

The pformation and upgrading can maintain the competitiveness of the global market.

In addition, the analysis also shows that Hongkong already has the potential of textile and garment industry's logistics and purchasing center.

In 2009, exports of textiles and garments accounted for 5.1% of Hongkong's total exports of local goods ($16 billion 840 million), representing a sharp drop in total exports of Hongkong's local goods ($22 billion 770 million) in 2006.

Last year, textiles and garments accounted for 10.2% of total exports of goods ($312 billion 600 million), which was lower than that of 11.7% of total exports of goods in 2006 ($299 billion 900 million).
