Standard Inspection Bureau Textile Safety Supervision Cost Pressure

"Decided to strengthen the safety supervision of textiles directly contacting the human body, including textiles, bedding and other textiles into the scope of statutory inspection, and to use monitoring and inspection to ensure that textiles meet safety requirements.

The announcement is expected to take effect in January 1, 2012.


Formaldehyde, azo dyes and other harmful substances in textiles have attracted much attention in recent years.

In 2009, Taiwan "standard inspection bureau" formulated the CNS15290 "textile safety code".

The specification mainly refers to the European Union's relevant textile and clothing standards, and is categorized according to the textiles used for infants and young children, textiles directly contacted with the skin, textiles that are not directly contacted with the skin, textiles for indoor decoration, and so on, and explicit requirements for harmful chemical substances in textiles, such as formaldehyde, azo dyes, lead and cadmium, and some physical safety items are put forward.

The incorporation of textiles into statutory inspection will greatly enhance the textile quality of Taiwan.

Textile and clothing products are one of the key export commodities in Ningbo.

According to the inspection and quarantine department statistics, in 2010, the Ningbo region exported more than 650 batches of textile and clothing products to Taiwan, involving more than 12 million US dollars.

With the formal implementation of the ECFA agreement, Taiwan textile enterprises will usher in greater trade opportunities.


In view of this, the inspection and quarantine department reminds the relevant textile and garment production and export enterprises: first, we should pay close attention to the possible impact of the announcement on the textile products exported to Taiwan, seriously treat the above key monitoring items, and enterprises can make self-examination in advance according to the above CNS15290 standards or refer to the EU standards; two, we should actively improve the production process, use environmental protection raw materials, reduce formaldehyde content, eliminate azo dyes and ensure product quality and safety; three, enterprises should closely cooperate with the inspection and quarantine departments around the country to establish a timely and effective communication mechanism and enhance their ability to deal with all kinds of technical trade measures.
