Departments at all levels should focus on the key tasks of energy conservation and emission reduction in comparison with the objectives and tasks.

We should vigorously promote the upgrading of printing and dyeing industry, and ensure that 30 contracted enterprises have started construction this year.

We should actively promote the adjustment and optimization of industrial structure, vigorously develop modern service industries and strategic emerging industries, accelerate the elimination of backward production capacity and close down illegal production capacity.

Efforts should be made to focus on energy saving and emission reduction projects, carry out energy saving and emission reduction projects for key energy intensive enterprises, vigorously promote energy saving and emission reduction technologies, deepen the special action of "entering the pipeline to meet the standards, handle the upgrading of standards", actively implement desulphurization works outside the thermal power plants, accelerate the centralized collection and disposal of domestic sewage, and effectively strengthen the control of agricultural non-point source pollution.
