Because of its openness, globalization, low cost and high efficiency, it has become a new way for more and more enterprises to explore the international market in depth. Public information shows that in 2013 alone, China's cross-border e-commerce retail exports of 118 billion yuan (about 18 billion U.S. dollars), an increase of about 30% over the same period last year.

According to the statistics of the Provincial Department of Commerce, by the end of last year, there were about more than 30 thousand main business entities engaged in cross-border e-commerce in Zhejiang, with retail sales of about 20 billion yuan, up nearly 40% over the same period last year. The plan proposes that Zhejiang will vigorously develop cross-border e-commerce platforms, enterprises, service providers, industrial bases and overseas service outlets, and innovate customs declaration, inspection and quarantine, foreign exchange settlement and tax refund management modes, so as to enhance the international market share and brand influence of Zhejiang products and promote the transformation and upgrading of foreign trade. In Zhejiang, at present, cross-border e-commerce platforms such as "cross border links" have been established in Ningbo, Yiwu and other places, as well as the construction of parks, such as China (Hangzhou) cross-border e-commerce and industrial parks, in Hangzhou, Jinhua, Hefei, Chongqing, Dongguan and other places. At the current Zhejiang trade fair, Zhejiang electronic port and China World Trade Center group of Zhejiang jointly built the first comprehensive SME Service Platform for the small and medium-sized enterprises in Guangdong Province, which was officially opened, and launched a "3 point subsidy and 10000 points appreciation" campaign to help SMEs export more capital.

Seize the opportunity

Zhejiang should focus on identifying three cross border e-commerce operators.

In order to seize this historic opportunity, the plan proposes that in the future, Zhejiang will focus on identifying three cross border e-commerce operators, namely, self built platform enterprises, e-commerce application enterprises and e-commerce service enterprises, and improve the cross-border electricity supplier business system, build cross-border e-commerce service system, and implement and improve cross-border electricity supplier management mechanism.

Since the financial crisis, the growth of Zhejiang's foreign trade has not been strong in the past few years, due to the weakness of the international market. For the second half of this year, the export task of Zhejiang's foreign trade will continue to be heavy. Relevant officials of the Provincial Department of Commerce believe that the combination of Yitong and Alibaba Datong and other enterprises through the combination of Internet information technology and foreign trade business has advanced the business mode and high quality and convenient service, which will improve the living environment of Zhejiang's small and medium-sized foreign trade enterprises and promote the growth of foreign trade.

With the development of network information technology, customs, inspection and quarantine, taxation, shipping companies, insurance companies and financial institutions are vigorously promoting electronic information services, and it is possible to further reduce operation costs of all foreign trade integrated service platforms.
