The Ministry of Finance and the Ministry of environmental protection jointly issued the notice on adjusting the standard of sewage charges and other related issues.

According to the notice, the State encourages the key areas of pollution prevention and control and the economically developed areas, and sets up the collection standards above the above standards.

All localities should establish a fee charging mechanism for different pollution charges, and impose a higher standard for the discharge of pollutants from the super emission limits or over total indicators, and those listed in the elimination catalogue.

The circular stressed that all localities should gradually expand the scope of application of automatic monitoring data to approve sewage charges in accordance with the prescribed time and progress, increase the collection rate, and achieve full collection of sewage charges.

We should vigorously promote the government to purchase services from third parties. The third party is responsible for the installation, operation and maintenance of automatic monitoring facilities for pollution sources, so as to ensure the authenticity and accuracy of monitoring data.

The circular requires that the price, finance and environmental protection departments at all levels should strengthen environmental law enforcement and the collection of sewage charges according to their respective responsibilities, severely crack down on illegal activities such as stealing, discharging, illegally discharging toxic and harmful pollutants, and using abnormal pollution prevention facilities, etc., and resolutely investigate and punish unpaid sewage charges or overdue payments, and punish them in accordance with relevant regulations.
