The total output of cotton in Xinjiang has surpassed 50% of the whole country. 50% of the farmers in Xinjiang are engaged in cotton production. The level of cotton industry plays a decisive role in increasing local farmers' income and adjusting their planting structure.

It is reported that the establishment of the cotton science academy is a major scientific and technological demand for the development and adjustment of the national cotton development strategy.

The "Road Economic Belt" will realize the major industrial needs of "technology output and raw cotton introduction", and the Institute will become a highland, discipline research center and innovation center of the cotton industry.
