Today, we solemnly convene the national light industry science and technology conference.

The theme of this conference is to carry out the spirit of the central national science and Technology Innovation Conference, summarize and review the light industry science and technology work in 12th Five-Year, recognize the advanced situation, analyze the new situation and new problems faced by light industry science and technology work, and study the deployment of light industry science and technology work.

Next, I would like to talk about three aspects.

(1) gradual improvement of the industry's independent innovation system

Paper, leather, food, household appliances, batteries, daily chemical, light industry machinery and other industries have generally established an innovation team for industry, University and research, and formed a platform for light industry science and technology innovation.

We have formulated and implemented the guiding opinions on the linkage mechanism of industry, University and research of China Light Industry Federation, and organized and participated in the first batch of pilot projects of the Ministry of science and technology in the field of technological innovation service platform, and organized and declared the "service platform for technological innovation of daily chemical industry".

By the end of 12th Five-Year, 14 national key laboratories, 7 national engineering laboratories, 23 National Engineering (Technology) research centers, 144 state-level enterprise technology centers, and 51 national technological innovation demonstration enterprises have been established, which have played an important role in technological progress and innovation of the industry.

According to incomplete statistics, from 2011 to 2015, the state allocated 3980 projects for light industry technical pformation, with a total investment of 131 billion 300 million yuan and a special fund of 9 billion 730 million yuan in the central budget.

The pen making industry includes neutral ink, water-based ink, medium oil ink and stainless steel pen head, precision processing equipment, plastic energy-saving and processing technology and equipment based on tensile rheology, supercritical carbon dioxide micro foaming technology for plastics, new green color surfactant, oil and ethoxylated, alcohol ether glycoside, oxidation AEC technology, sugar industry closed recycling technology, tanning and fur processing water recycling technology.

A number of major scientific and technological achievements have reached the international advanced level, with remarkable economic and social benefits.

The 17 research achievements of high-performance two battery new electrode electrolyte materials and related technologies have won the National Technological Invention Award, and the 26 research achievements of the key technology research and application of frequency conversion air conditioner have won the national science and technology progress award.

The China Science and technology awards of the Light Industry Federation awarded 662 awards.

(three) upgrading of equipment autonomy level

Hardware and other labor-intensive industries accelerate the upgrading of equipment, and vigorously promote the application of mechanization, numerical control, automation and intelligent equipment.

Paper making, food processing, plastic processing, leather and leather processing, etc., have made technological breakthroughs in equipment independence, and the application rate in the domestic market has improved significantly, and some equipment has been exported to other countries.

Non wood fiber replacement cooking and waste liquid utilization technology has made a major breakthrough. The first international (100 thousand) ton / year non wood fiber pulping vertical continuous steaming equipment was successfully put into operation.

Liquid food filling, food raw materials crushing, crushing, extraction, filtration treatment, high quality meat slaughtering and processing equipment, clean production key technologies, automatic high-speed packaging equipment, food high-speed online detection equipment, food contamination detection technology, Food Traceability Technology and other key areas, quickly shortened the gap with the international advanced level, basically meet the needs of domestic food industrial production.

Plastic machinery is actively implementing the "going global" strategy. 1/3 of enterprises export products, and exports account for about 30% of domestic sales, and the annual export growth rate is 20%.

The paper industry eliminated backward production capacity of 30 million tons.

Lead battery enterprises were reduced from more than 1800 to more than 300.

The use of mercury in the lighting industry has been reduced by nearly 50%.

The state arranges 98 demonstration projects of light industrial cleaner production and high risk pollutant reduction action plan, and has obtained 600 million yuan of special funds from the central government, involving more than 20 industries, such as paper making, plastics, household appliances, leather, batteries, lighting appliances, hardware, light machinery, sewing machinery, ceramics and so on.

Two, deeply grasp the new requirements of the Central Committee for light industry science and technology innovation in the new era.

Entering the new era and the new normal, the central government attaches great importance to the work of scientific and technological innovation, and has made a comprehensive strategic plan. It has put forward a series of requirements, involving many contents of light industry science and technology, focusing on the following three aspects.

First, the central science and technology conference pointed out the direction for light industry science and technology innovation.

In May 30th this year, the central government held a national conference on scientific and technological innovation. General Secretary Xi Jinping made an important speech entitled "struggle for building a strong world scientific and technological power".

After the meeting, the central government issued the outline of the national innovation driven development strategy.

The general secretary's speech stressed that scientific and technological innovation is the strategic support for improving social productivity and comprehensive national strength and must be placed at the core of the overall development of the country.

The general secretary's speech put forward the goal of entering the ranks, forefront and power of innovative countries at different stages of development.

The central government has made a comprehensive plan for scientific and technological innovation. We need to lay a solid foundation for scientific and technological innovation, accurately judge the direction of breakthroughs in science and technology, dare to challenge the most advanced scientific problems, and strive to achieve leapfrog development in important fields of science and technology.

We need to strengthen technological innovation strategy orientation, crack down on innovation and development of science and technology problems, focus on the development of major strategic needs of the industry, strive to break through the key core technologies, and seize the long-term and overall scientific and technological strategic commanding heights.

We need to increase the supply of science and technology around the major livelihood issues such as food safety and aging of the population.

We need to reform and innovate the management mode of scientific research funds, reform the evaluation system of science and technology, and regard the enterprise as an important force in the close integration of science and technology and economy as the main body of technological innovation decision-making, R & D investment, scientific research organization and achievement pformation.

We need to carry forward the spirit of innovation, cultivate talents that meet the requirements of innovation and development, and train a large number of enterprisers who are brave in innovation and innovation, and highly skilled talents.

This is a major national development strategy based on the overall situation, focusing on the whole world, focusing on the key and driving the whole. Two, the national industrial policy has laid the emphasis on light industry and technological innovation.

In recent years, the state has issued "China made 2025", "development of consumer goods industry" three products "special action to build a good market environment" and "light industry development plan (2016-2020)" and other development planning and industrial policies, requiring the implementation of related projects and projects as the starting point, focusing on breaking the key common technologies restricting the development of the industry, focusing on strengthening equipment independence, new materials research and application, industry common technology tackling key problems.

We need to focus on intelligent manufacturing, green manufacturing, service manufacturing, and "Internet +" collaborative manufacturing.

We need to focus on strengthening the pformation and pfer of research achievements, and accelerating the development of R & D strength of enterprises.

These requirements have laid a clear emphasis on light industry science and technology innovation.

Three, National Science and technology system reform has put forward new requirements for light industry innovation mechanism.

In December 2014, the State Council issued the notice on deepening the management reform plan of the central financial science and technology plan (special projects, funds and so on), and proposed strengthening top-level design, breaking the division, reforming the management system, coordinating the scientific and technological resources, strengthening the functional division of departments, establishing a unified and unified national science and technology management platform, carrying out unified management of the central financial science and technology plans (special projects, funds, etc.), setting up a unified evaluation and supervision system, and strengthening supervision and inspection and supervision of responsibilities.

Government departments no longer directly manage specific projects and give full play to the role of experts and professional institutions in the management of science and technology projects.

These reforms require light industry to perfect the institutional mechanism of scientific and technological innovation accordingly.

In particular, the national key R & D program is closely related to the light industry.

After the reform, the requirements are mainly formulated according to the major needs of national economic and social development and the priority areas for the development of science and technology. The volume is large and the quantity is small. It is very difficult to form a single industry. It is necessary for the well-known experts of the Federation, trade associations, industry experts, especially academicians to make concerted efforts to win the needs of the industry in the national key R & D projects.

Three, do a good job in the key work of light industry science and technology innovation.

In light of the development of light industry and science and technology, we put forward long-term goals. By 2020, key industries entered innovative industries, and entered the forefront of innovative industries in 2030. When the new China was founded in 100 years, it became a light industrial and technological power in the world.

At the same time, we put forward the goal of "13th Five-Year". The innovation capacity of light industry has been significantly enhanced. We have built 120 key laboratories of China Light Industry and 120 China Light Industry engineering technology research centers, and the R & D intensity of key industries and large and medium-sized enterprises has increased by more than 10% annually. The proportion of research and experimental development expenditures of key industries above the norm has exceeded 2.2% of the main business income, and the percentage of product standard has increased by 10 percentage points. The energy consumption of industrial added value of the units above designated size has decreased by 18% compared with that of 2015, and the water consumption per unit of industrial added value has decreased by 23%, and the value added of unit industrial added value has decreased by 22%.

These goals need to be implemented in a phased and focused manner.

At present and in the coming period, several key tasks should be done in light industry science and technology innovation.

Aiming at the main problems faced by the development of the whole industry chain, the key common technologies that restrict the development of the industry are solved.

In order to improve product quality, we can solve the technical bottlenecks that affect the life and reliability of products.

Aiming at the green and sustainable development of the industry, we should solve common clean production, energy saving and emission reduction technologies.

To solve the problem of relying on imports of high-end equipment, we must solve the technology of equipment independence.

In view of structural adjustment, pformation and upgrading, the key technologies for light industry products such as aerospace, rail pportation, ships, new energy and biomedicine are resolved.

Aiming at the weakness of SMEs' independent innovation capability, we should develop advanced and mature applicable technologies.

(two) improve the technological innovation system.

We should thoroughly implement the strategy of innovation driven development and improve the construction of light industry technology innovation system.

We should strengthen the collaborative innovation of enterprises as the main body, cross boundary combination and multi force participation, so as to speed up the technological progress of light industry.

We should strengthen the construction of the innovation platform for science and technology of light industry, carry out basic research, key key technology research and the research of industrial common technology.

We should improve the training mechanism of technological innovation talents and innovate the industrialization mode of technological achievements.

In the industrial clusters of home appliances, leather, furniture, plastics, hardware, ceramics, lighting appliances, fermentation and other industries, we have chosen a number of well developed and strong technological forces to support the establishment of technological service platforms for small and medium-sized enterprises, such as technology research and development, technical consultation, inspection and testing, and information guidance, so as to promote the industrialization of scientific research achievements and promote the technological progress of small and medium-sized enterprises.

Organize key laboratory, engineering technology research center, public service platform of small and medium-sized enterprises, and carry out scientific and Technological Innovation exchange activities.

Actively follow the "China made 2025", track the 10 major projects of the NDRC's manufacturing upgrading and pformation, track the key pformation projects and intelligent manufacturing pilot demonstration of the Ministry of industry and industry, publicize project conditions and approval processes in various ways, and timely organize the reporting of industrial enterprises, and actively seek project support from relevant departments.

(four) promoting the green development of the industry.

The implementation plan for green manufacturing projects, the action plan for reducing volatile organic compounds in key industries, and the implementation plan for cleaner production technologies in key industrial sectors of water pollution prevention and control are focused on, and the accreditation of light industry ecological design demonstration enterprises is carried out.

In the synthetic leather, plastic color printing, wooden furniture, shoemaking, printing ink and other industries, the promotion of low volatile organic solvent technology, the development of key industries emission reduction roadmap, reduce volatile organic compounds emissions.

Cooperate with the Ministry of industry and commerce, organize key trade associations, formulate hundreds of evaluation standards for green design products, and improve the standard system of green design.

Work with the Ministry of industry to develop green plant standards for key industries and create thousands of green factories.

Support enterprises to develop green products, promote green design and enhance energy saving, environmental protection and low carbon level.

(five) strengthen the construction of scientific and technological talents.
