The China Association of Foreign Trade and Economic Cooperation Enterprises issued a notice saying that according to the existing Maritime Law, the bill of lading of the shipping company that can be used to receive the payment for goods as a document of title cannot guarantee that it will be issued to the seller first, especially FOB exporters, making FOB exporters (about 85% of China's exports are FOB terms at present) lose their control over the goods at the beginning, potentially huge goods The risk of two empty funds.


At present, the issuance and circulation procedures of bills of lading completely subvert the traditional security practices. Exporters, especially FOB exporters, face a huge risk of offshore NVOCC colluding with buyers in maritime fraud.


In view of the extremely chaotic international shipping market in China, loopholes in laws and regulations, and lack of management, FOB export enterprises can only be highly vigilant and must pay attention to the following points:


1、 The master bill of lading of the shipping company is the document of title for picking up the goods. Only when you master it at the first time, can you receive the payment for goods through the bank trust.


2、 The freight forwarder's or NVOCC bill of lading is not a document of title. The goods can not be delivered at the shipping company, nor can it be trusted to receive payment. If only the freight forwarder/NVOCC NVOCC bill of lading is held, the overseas freight forwarder and the buyer may overhead the FOB exporter and conspire to release the goods without a bill of lading, resulting in the goods being taken away, the bill of lading not being redeemed, and the payment for goods not being received.


3、 When signing an FOB export contract, it must be specified in the contract that the buyer is responsible for appointing the shipping company (liner company) or freight forwarder to book space and pay the freight, and the seller is responsible for delivering goods to the shipping company and obtaining the shipping company's bill of lading to collect the payment through the bank before transferring it to the buyer to pick up the goods at the destination port.


4、 If the buyer requests to provide the freight forwarder/NVOCC bill of lading in the letter of credit, it should refuse to accept it and change it to the shipping company bill of lading. (Unless the freight forwarder/NVOCC is famous in the world)


5、 Remember: D/P and payment redemption are basic principles. It is an international practice for the seller to obtain the shipping company's bill of lading and collect the payment through the bank before transferring it to the buyer to pick up the goods at the destination port. It is also a basic rule of the International Chamber of Commerce. It is also a basic right of the seller. Never give up your own rights!

On April 15, the Office of the United States Trade Representative made a decision to approve 348 applications for exemption of products on the US $34 billion tax increase list. This exclusion involves 21 specific products under 15 10 digit U.S. tax codes, including pumps, water oxidants and chlorinators, ratchet winches, conveyors, knife grinder parts, brass or bronze pressure regulators, aluminum pipe supports, push rods, C-shaped steel, etc.


This is the third batch of products excluded from tariff increase announced by the United States. This time, together with the products excluded for the previous two times, the tariffs imposed since July 6, 2018 can be returned.

The Republic of Belarus wireless communication verification (TPBY verification for short) has been enforced since January 1, 2019. The following are the precautions for wireless communication products entering the Belarusian market:
