The National "14Th Five Year Plan" Of Circular Economy Development Was Issued, Involving Textile Printing And Dyeing

　　 A few days ago, the national development and Reform Commission issued the "14th five year plan" circular economy development plan (hereinafter referred to as the "plan").

　　 The plan emphasizes that some of China's major resources are highly dependent on foreign countries, the contradiction between supply and demand is prominent, the utilization efficiency of resources and energy is still not high on the whole, the production and living style of mass production, consumption and emission has not been fundamentally reversed, and the resource security is facing greater pressure. It is urgent to develop circular economy, improve the efficiency of resource utilization and the level of renewable resource utilization.

　　 According to the plan, by 2025, the output rate of China's main resources will be increased by about 20% compared with that in 2020, and the energy consumption and water consumption per unit GDP will be reduced by about 13.5% and 16%, respectively. The comprehensive utilization rate of bulk solid waste will reach 60%, and the utilization of waste paper will reach 60 million tons.

　　 In the key tasks, the plan proposes to promote green design of key products. We will improve the green design policy mechanism of products, and guide enterprises to use environmentally friendly raw materials such as non-toxic and harmless, low toxicity and low (no) volatile organic compounds (VOCs) content in the production process. Promote the product design scheme that is easy to disassemble, easy to classify and easy to recycle, and improve the substitution ratio of recycled raw materials. Promote packaging and packaging printing reduction. We should speed up the improvement of technical specifications for green design evaluation of key products, encourage industry associations to issue product green design guidelines, and promote green design cases. 　　

　　 We will strengthen cleaner production in key industries. In accordance with the law, the compulsory cleaner production audit shall be implemented in the "double super double energy consuming" industry, and other industries shall be guided to carry out the audit voluntarily. Further standardize cleaner production audit behavior and improve cleaner production audit quality. We will promote "one line, one policy" in key industries such as petrochemical, chemical, coking, cement, nonferrous metals, electroplating, printing and dyeing, packaging and printing, and formulate plans for upgrading cleaner production. We will accelerate the technological innovation, achievement transformation and standard system construction of cleaner production, establish and improve the differentiated reward and punishment mechanism, and explore and carry out the pilot and demonstration work of regional, industrial park and industrial cleaner production overall audit. 　　

　　 In terms of key projects and actions, the plan proposes the construction project of recycling system of urban waste materials. With the focus on municipalities directly under the central government, provincial capital cities, cities with separate planning and cities with large population, about 60 cities are selected to carry out the construction of waste materials recycling system. Overall layout of urban waste material recycling delivery point, transfer station, sorting center construction. Set up recycling trading points in communities, supermarkets, schools and offices to promote intelligent recycling terminals. Overall planning and construction of renewable resources processing and utilization bases, promoting the classified utilization and centralized disposal of waste textiles, waste plastics, waste paper and other urban wastes, and guiding the centralized development of processing and utilization projects of renewable resources. We will encourage Beijing, Tianjin, Hebei, Yangtze River Delta, Pearl River Delta, Chengdu Chongqing and other key urban agglomerations to build regional bases for processing and utilizing renewable resources.
