The mode of "building first and renting later" is adopted to encourage the village collective joint-stock economic cooperatives to build mulberry gardens by contracting farmers' land or taking shares of farmers' land, renting them to leading enterprises for operation and management after passing the acceptance inspection, and organizing farmers to participate in the employment work in the links of "mulberry planting, silkworm rearing, cocoon harvesting and silk processing", so as to realize the double improvement of income and production and operation management level. By the end of 2021, 17959 Mu mulberry fields had been built, covering 98 villages in 7 townships, with an output value of 3.4 million yuan, and more than 800 people were employed.

Second, increase the benefits of sericulture. The special funds for poverty alleviation and agriculture are integrated and quantified into the village collective stock economic cooperatives. The cooperatives entrust the representatives of state-owned platform companies to form cooperative relations with leading enterprises, and establish a "share connection" mechanism. When farmers transfer land and take shares in leading enterprises, the enterprises pay the circulating funds once every three years to ensure the income of farmers' land transfer. Leading enterprises sign agreements and orders with village cooperatives to recover at the price of "market price + floating proportion". In 2020, 3.06 million yuan of interest linked bonus will be realized, 2.38 million yuan of land transfer fee will be paid, 310000 workers will be driven, and 3.1 million yuan of labor fee will be paid.

The third is the integration of three industries to extend the sericulture chain. On the basis of expanding the planting scale, introducing enterprises, constructing silk and cotton quilt factories and silk image shops, the abandoned schools, village committees and other public facilities are used to rebuild the experience halls of silkworm cocoon and silk drawing, Canbao children's interest, mulberry fruit, mulberry wine, mulberry tea, etc., and develop the chicken raising project under mulberry forest, We will comprehensively build a "one after another" whole industry chain of "watching mulberry trees in the forest, tasting mulberry fruits in the forest, picking eggs under the forest, and enjoying children's interests in the garden", and establish a sericulture agricultural system integrating "production and processing + popular science experience + industrial tourism". In 2021, it received more than 11000 tourists, and the tourism revenue exceeded 1 million yuan.
